I think you could say "je ne l'ai pas rendu à lui" in certain contexts, like if you were suggesting you did return it but not to him. In contrast to the first example, "à lui" means "to him" but never means "to her". "Lui" in this case is an "emphatic pronoun".

Actually in french, the " l' " that appears in your sentence is incorrect. Here's an example : imagine that you've borrowed something from somebody, and that you haven't returned it to him(her).
